Introduction

Since the end of the 18th century, Europeans have been looking for abundant production and saturation of domestic markets

Conquering foreign markets to sell their products and also supply raw materials for factories

And their production centers came up. The best option for this is third world countries like India.

It was Iran and African countries. These countries, on the one hand, had rich energy resources and from

On the other hand, they could be a prosperous market for their products. Hence, they are encouraged

consumption in these countries.

Of course, Iranians are simple with Islamic teachings such as contentment, avoiding extravagance and luxury

They were used to living and avoiding worldliness, they are very good customers for products and productions

They were not European. For this reason, their market was not particularly prosperous in Iran and other Islamic regions.

At this time, colonialism came into action and there was a massive attack against Islam rather than eradicating it

The spirit and values of Islam, which were in the depth of people’s beliefs, gradually changed their consumption pattern

also change and take over the markets of Muslim countries in this way. They stormed

Muslim culture and brainwashing were able to change their ideals and thoughts and they

put them in the same path as they wanted.

Imam Khomeini says about this: Now the markets of Islamic countries are the centers of competition for westernized goods and the generation of decorative and vulgar goods, toys and consumer goods are flowing towards them and they have burdened all the nations so much that they think that without these American, European and Japanese goods ability to live[2]

The discussion of work and production is one of the very important issues that have been paid attention to in Islam and Shia culture.
The verses of the Holy Qur’an indicate that people should be active, hardworking, productive and work, and this is in the traditions of the Ahl al-Bayt and especially the Prophet of Islam.  (S) has also been emphasized so much that it is considered equivalent to Jihad in the way of God. [3]
From the point of view of religion, a world in which God is not paid attention to is condemned, otherwise it is in this world that man can reach the peak of happiness in the hereafter.
Islamic society and Muslims should strive to produce and preserve capital, which is a kind of jihad in the way of God, and self-sufficiency will make Islamic societies no longer need arrogant people.
Traders, businesses and all officials are responsible for increasing production and national capital, and they must keep the Islamic system in power with self-sufficiency in all fields with double efforts.

Before the victory of the Islamic Revolution of Iran, one of the most important and main slogans of the people of Iran was independence, freedom, and the Islamic Republic. It would lead to the development of the national economy and, as a result, the development of the country and the improvement of people’s lives.

With redoubled efforts, the spirit of “we can” was revived once again and significant growth in the country’s scientific environment such as nuclear, medical, space, nano, etc., as well as military issues and tools.  It was created. [4]

now Despite the enemies who see the progress of this land do not have and after military, cultural war, Creation of velvet revolution, soft war, assassination of scientists and… have also not reached a result and their new way is more sanctions and economic blow to the government to paralyze the national economy and eventually overthrow the system, we must have a firm determination to counter these actions and support national production. Iran’s economy is in a leap stage with the infrastructure it has provided. The state of today’s infrastructure, active ports, road and railway lines, the number of specialists and graduates, skilled workers and entrepreneurs, the extent of the higher education system, the provision of legal grounds for economic activity such as the general policies of Article 44 of the Constitution, [5] It has provided all the conditions that the country is on the verge of an economic leap. It means that today we can do great things even with limited resources.

Perhaps today, due to the process of foreign sanctions, attracting foreign management, experience and capital, transferring technology, exporting services and expanding trade with neighbors has a high priority in the political and economic relations of the Islamic Republic, but paying attention to this basic point is not without benefit that despite the pressure Political and imposed sanctions, the advantages of the Islamic Republic in the field of energy, oil and gas and land transit are tempting for many countries and capital owners, merchants and owners of economic enterprises.

What the supreme leader of the revolution said in many years, they have re-emphasized under the title of expansion and support of national production. If we want to have a serious and practical approach and go beyond compliments and repetition of slogans, we must have a precise definition of this phrase and know the ingredients of success in it and explain the indicators of this success so that in the end we can evaluate our performance with these indicators. Let’s measure and evaluate.
Perhaps the most important concept of the aforementioned message is that “production-oriented” should be the indicator of all our economic policies, but this point is also important, what should be the direction of this support? Does supporting national production mean that our national production reaches a level where it can compete with the best global production? So, in this case, we mean supporting national production to become competitive, and in other words, supporting national production against the obstacles of fair and equal competition. It means that the products of the country must be able to access the market and compete fairly and equally with similar products.
Is the concept of protection against complications beyond control? This means that the domestic production can stand on its own feet, but if factors cause disturbances and complications for it – such as drought or foreign restrictions – the national production must be supported. Sometimes, in the competition of competitors, others enter and provide market-breaking support, which will naturally be necessary to support national production against them. But the other aspect of this support seems necessary against unnecessary bureaucratic erosions, which should be given special attention. .

It is hoped that by answering some of these questions, we have taken a small step towards realizing this year’s slogan.

Production from the perspective of Islam

The issue of work and production has been taken into consideration in the verses, traditions and life of Imams (AS) and principles have been determined for it. In none of the religious texts, Muslims have not been warned against economic production, but in many cases, they have encouraged us to work and strive, and in the teachings of this divine religion, it is stated that you should make the most of your time and use a significant part of it. Spend on economic work and earning money. Of course, as it was said, they have stated some principles to carry out economic activities, and based on them, they have prevented us from some activities under the title of haram; The works that usually harm the individual and the society, but other than these few cases, dealing with all kinds of economic activities in various fields of agriculture, services and industry have been ordered. On the other hand, in addition to fulfilling their duties and missions, such as leading the people and teaching them religious basics, religious leaders also engaged in economic activities.

But what activity each member of the society should engage in and what responsibility they should assume in the production cycle, or in other words what work they should choose, depends on factors such as personal taste and society’s needs. Of course, the activities that society needs more should be prioritized. The effort of people to earn more money is desirable and valuable, and people should be wise and choose the work that will bring them the most income, but this is in a situation where there are no other priorities.

There may be issues that people are forced to give up higher income and settle for lower income. For example, if the country becomes dependent on some foreign goods that are required to be consumed inside the country, domestic producers must inevitably remove the dependence. , produce these goods; While these people could earn more by turning to imports; But here, the value of the country’s independence is beyond individual interests. Of course, in the future, their profit will increase somehow; Because when the power of the country increases, their profit also increases. Therefore, work and production are done with various motivations such as obtaining wealth, meeting people’s needs, doing good deeds for others, etc.

In a letter to Malik Ashtar, Amirul Momineen (AS) emphasized on supporting the producers. In this letter, Hazrat Ali (A.S.) asks the owner to collect less taxes from the producers of the society such as farmers, the principles and foundations raised in this letter should be the model of economic behavior of the rulers of the Islamic society in the field of supporting the producers. Hazrat Ali (a.s.) says in a paraphrase of this letter: “O owner! To encourage the producers of the society, collect less taxes from the farmers because it causes growth and provide public benefits, and collect taxes in such a way that they can continue their work and stand on their own feet, because providing for their interests is providing for the interests of the society. It is and all the people are the breadwinners of the same generation and they are sitting on their table. [6]
Also, Amir Mominan (A.S.) says: إنْ يكنْ الشُّغُلُ مجهدَةُ فِِّسَّلْ الْفراغـ مفصدَة If having fun with work causes hardship and suffering, then constant leisure and not exercising oneself causes corruption and destruction.[7]

Three key goals of people at work
In order to maintain the interest and fascination that employees have at the beginning of their work, management must understand the three goals that many employees seek in their work and then fulfill them. These goals are:
Equality: In issues such as wages, benefits and job security, personnel should be treated fairly and equally.
_ Success : Feeling proud of the job and the employer.
_ Companionship and friendship: Having good and productive relationships with colleagues.
To maintain an engaged workforce, management must meet all of these goals. In companies that meet only one of these goals, employees are one-third as interested as employees whose companies meet all of these goals. These goals cannot replace each other. Knowing and understanding the personnel correctly cannot replace a good salary, money cannot replace a sense of pride and pride in doing a job, and pride alone does not create any guarantee.

The rule of negation
The rule of negation of wealth is one of the Islamic economic principles, and the verse of negation of wealth [8] prohibits Muslims from opening a way for unbelievers to dominate the believers, because God does not accept any kind of domination by the unbelievers over the believers.
Hazrat Ali (AS) also says in a narration: “If someone declares his neediness towards another, he becomes his captive, and if he expresses his lack of need and desperation towards someone, he becomes like him.

This phrase of Hazrat Ali (AS) is used in such a way that the need for others, even in the field of economy, causes neediness in other areas such as the field of culture, politics, etc. and if there is no feeling of need, Muslims are strong and independent. They are needed.
The Qur’anic foundations of national production and the support of work and capital are extensive, production and work means the creation of benefit, which has different dimensions from the point of view of Islam and can be in the form of activities in the field of nature, service to others, etc.
In the verses of the Holy Quran, work is given great importance and Muslims are invited to work and strive. In the Quran and Islamic narrations, work is considered as Jihad in the way of God.

Also, work and effort is considered as a criterion for applying ownership: This verse of the Quran has introduced work as the criterion of ownership of women and men.
In the Qur’an, Muslims are commanded to develop the land, “Who created a little of the earth and settled in it.” [10]
God has created you and called you to prosper the earth. In this verse of the Qur’an, production is considered to mean obeying God’s command. The Prophet (PBUH) also says in this context: If the Day of Resurrection occurs and you have a sapling in your hand, if you can plant that sapling before the Day of Resurrection, then do so. .
These verses of the Quran and hadiths show that the Quran created culture for production, work and capital.

The Messenger of God – may God’s prayers and peace be upon him – was a workaholic. His hard work in building the Medina mosque, digging a ditch to defend Medina, while shepherding and in various other fields are famous among historians.

It has been narrated from one of his wives that he was never seen idle at home and he used to say that idleness brings a hard heart. Because when he did something, he did it right and said:

If one of you acts, then he is righteous.[11]

Whenever one of you does something, he should do it correctly and well.

He never ran away from hardship and suffering and said:

The best deeds of Ahmaz[12] The best and most virtuous deeds are the most difficult

Saad Ansari welcomed the Prophet of God – peace and blessings be upon him – who was returning from the Tabuk campaign. After shaking hands with him, the Prophet said: Why is your hand so rough? He said: O Messenger of God! I shovel; And with this work, I earn the expenses of my family. The Prophet of God – may God bless him and grant him peace – kissed his hand and said: This is the hand that the fire of hell does not reach.

The Holy Prophet used to say: He who is satisfied with his efforts and difficulties will pass through the bridge of Sarat like lightning.[13]

According to another narration, the doors of heaven are opened for him to enter each one.

It is stated in another hadith: God regards him with kindness and mercy and never punishes him.[14]

It was in the light of the Prophet’s efforts in this regard that hard work and doing things correctly and thoroughly had become a part of Muslim culture, and this way of the Messenger of God had a great impact on the growth of the quantity and quality of agriculture.

The Messenger of God – peace be upon him – spoke about work, trees, animals, birds, the earth, the sky, etc. But he did not see these actions and tools as only material and worldly like most people. He considered religion and sharia applicable in the context of people’s lives. In order for a person to get closer to God and increase his spirituality, it is not necessary to worship every day, but if he does his worldly actions with a divine direction and with a divine intention, he will get closer to God and reach spiritual positions. will achieve As another example, it is mentioned in a narration of that Prophet about agriculture:

Whenever the farmer takes a seed in his hand in a halal way, an angel calls out; One third for the farmer, one third for the birds and one third for the cattle. When he sprinkles it on the ground, ten good deeds are written for each seed. Because he waters it and sows the seed, it is as if he raised a believer to life for each seed, who praises God until he reaps the dead. When he beats it, it is like he crushes his sins, when he blows the threshing floor, his sins are also blown away, when he weighs it, he is cleansed of sins like the day of his birth. When he takes that harvest home and his breadwinners are happy, they write forty years of prayer for him. When he gives it to the hungry, the neighbor and the poor. The Creator protects him from his punishment.[15]

Based on this narration and similar narrations, work, agriculture, etc., which are worldly affairs according to the customs and people’s view, also acquires a religious aspect and has the reward and reward of worship. Therefore, in addition to the fact that Muslims were engaged in agriculture to achieve their economic benefits, due to the virtues and spiritual rewards, they also had a double motivation to welcome it and persevere and persevere in doing it.

Setting up work and production in Islamic government
The Islamic government should provide the environment for work and production for different sections of the society, creating equal job opportunities in the field of work is one of the principles emphasized in the Islamic economy. In Islam, economic justice does not mean the equality of shares and wealth, rather, it means the equality of employment and work opportunities so that all those who can work have this opportunity.
In the contemporary world, economic dependence has created the basis for the widespread dependence of nations in various dimensions, Pir Jhaleh says: Western aid to the third world is not a free aid but childish. If we deny the political and cultural goals of this aid, Westerners show themselves to be generous towards the backward countries, but a brief look at the geographical map shows that Countries that are not politically and militarily strategic have been aided less than other countries and this shows that these aids are done with other motives.

The role of national production in realizing local economy

Now, with a closer look at this naming and how it is related to the implementation of indigenous economy, an economy that originated from Islamic thought and civilization, we can point out the following points:

۱- The meaning of national production in the Islamic society is that responding to the needs of the Islamic society is the main goal of the economic planners, in such a way that Muslims should not reach out to foreigners for their needs. Of course, this is not the concept of self-sufficiency of the society in the field of individual needs, rather, the Islamic society must prioritize its productions according to advantages and needs and provide its essential needs in a self-reliant manner and at the same time reach such economic power and authority that other needs The society (which so far has not been able to achieve it or it has not been a priority to achieve it in the form of self-reliance) can be provided and achieved through the establishment of international transactions and exchanges and foreign trade without tarnishing the dignity of the Islamic society.

۲- In the Islamic society, production is supported that complies with Islamic standards, halal and haram, divine rights, producer and consumer rights, labor, capital provider, environmental rights, etc.; Not a product whose sole motivation and basis is personal gain.

۳- In Islamic society, production is supported because in Islamic culture, work and employment are among acts of worship and are among the building blocks of human beings, and having work conscience, readiness to perform quality work, having divine motivation and the spirit of mujahidah, etc. They are among the Islamic values, and laziness, sloppy work, begging, etc. are among the anti-values for the Islamic society.

۴- In the shadow of work support, it is possible to empower members of society to achieve professional and specialized employment and fair access to production resources and tools and equal opportunities for education and employment, which is one of the goals of Islamic economy.

۵- In the Islamic economy, cooperation and participation of small capitals is considered desirable for the possibility of production on an economic scale in the form of production and distribution cooperatives, although there is a need to institutionalize the culture of cooperation and participation in Iranian culture.

۶- In the Islamic economy, human power is considered the main pillar of production, and in sharing the added value of production, it is necessary to observe justice in the distribution of profits between labor, capital owners, technology owners and other stakeholders.

۷- In Islamic-Iranian culture, production serves humanity, employment and employment of people in industrial and mass production processes should not lead to human slavery in the hands of mechanization and disrespect for the dignity of labor.

۸- In an Islamic society, productions that are harmful to the society are prohibited and their production is considered haram, even if it results in personal benefit and large profits.

۹- Capital must be supported in a religious society because the basis of Islamic society is security. Investment security for the owners of legitimate wealth, such as job security for the owners of professions and halal jobs and social security for the members of the society must be observed in the Islamic society.

۱۰- Support for production will bring support for innovation. Innovation that is the basis for the independence of a society and of course can be the basis of production in a society based on knowledge.

What we observe is that one of the most key axes of growth and progress, along with dignity and independence, for any society is the knowledge of economics and, of course, the economic policies emanating from it. Now, at this point in time, we have come to the conclusion that we can and should have economic teachings in accordance with the Islamic-Iranian thinking and culture of our society, and this great movement started by him is our responsibility. that all Let’s use our efforts so that we can improve the welfare level of the society with growth and progress, and in addition to this, we can strengthen the process of modeling the Islamic society in the current conditions for the nations of the region.

In order to continue its life, national production needs to have reliable consumption markets. A part of this market can be searched outside the borders and another part of it is inside the country and in the national consumption cycle. If the producer does not have a reliable market for the supply of his product and cannot rely on a good consumer market to sell his mass production; It can never continue and develop its activities and create new job opportunities.
Maintaining and increasing the country’s economic strength, as well as maintaining the current level of employment and creating new capacities for the country’s workforce, is not possible except by maintaining and increasing production, which depends on having access to domestic markets and access to foreign consumption markets.

Achieving national production requires the importance of labor and domestic capital, so supporting capital and experts is the main method of realizing national production.

The existence of a dynamic economy dependent on national production increases the country’s authority and security on the world stage because if countries are dependent on domestic production, they are best able to cut off arrogance from their country.

Various parameters are involved in measuring the national power of countries. Economic power, cultural power, military power, political power, technological power and communication power are the main parameters by which the national power of different countries is measured. Any country that wants to establish itself as a powerful country in the international arena must have the ability to influence the international arena at least in some of the mentioned dimensions. However, two components, military and economic, are of greater importance compared to other dimensions of power, so that a country like Pakistan is recognized as one of the twenty most powerful countries in the world only because of having a few nuclear warheads, and Japan, which is In terms of security and military, it is completely dependent on the United States. It is known as one of the top powers in the world only because of its prosperous economy.

National production of movement towards Mahdavi civilization

Production was the first human solution to change his situation from 1 to 2. The transformation of resources into more valuable goods and the resulting added value for the producer has been the main driver of human efforts to provide goods with lower cost and greater utility. The volume and quality of production of goods and services have distinguished countries from each other. Often, the countries that have a higher level of production in terms of volume and quality compared to other countries are also placed in a higher position in the international arena in terms of national power. Although this is not always the case, but as explained, production is one of the most basic parameters for determining the power of countries in the international arena.
The transfer of power, especially in the post-Cold War years, has clearly shown the importance of the economic factor in the new ranking of world countries. In this era, China, Japan and India are among the most prominent examples that, despite their military weakness, against hegemony [16] Due to the expansion of their qualitative and quantitative power in the field of production of goods and services, governments such as the United States and Russia have been able to show their position as emerging global powers to their competitors. However, changing the status of an actor from a global power to a global superpower does not only require economic power, but as is evident in the case of the United States, another influential factor that manifests itself especially in connection with the economic dimension is hidden in cultural components. Is. If the factor of culture and ideology does not have universal appeals and capabilities, it will definitely not be able to consolidate the dominance of the superpower.
The hidden cultural and ideological capacity in the Shia religion has provided the necessary indicators to build a new civilization that has the capacity to challenge the dominant hegemonic culture and eliminate its material and non-material defects. The factor of money economy is important, as one of the main tools for the prosperity and globalization of the Shia culture, it has created the capacity to create the basic platforms for moving towards the Mahdavi civilization. In this regard, national production, capital and labor  Iranians with Islamic-Iranian indicators are the main factors in the economic development of Iran as the center of Mahdavi civilization.

The most important pillar for those waiting for Imam Zaman is not to be dependent on arrogance and to fight arrogance, and since economic self-sufficiency and national production is the pillar of fighting arrogance, then the widespread realization of this thought can be an important step in accelerating its emergence and nearness because with It is a healthy material and spiritual capital that can defend the Imam of the time and provide the ground for his world revolution.

The effect of consumption of domestic goods on the prosperity of national production
Consumption of domestic goods means that it encourages domestic producers to produce more. It is a sign that if the production is done, the product has a buyer. Of course, the consumption of domestic goods is not necessarily discussed in the framework of the country’s discussions. It is possible that even the foreign demand is aimed at the production of domestic goods. It means export for us and import for others. In fact, what the people of Iran are buying from foreign products, they are actually strengthening the national production of a certain country with their foreign demand. Demand is important. Whether internal or external. It is important for the producer to know that there is a customer for his product. From anywhere in the world. Of course, when there is a demand from inside the country, it does not make much difference from the point of view of the producer, but from the point of view of the national economy, it means that there will probably be no demand or less demand for similar foreign goods from this consumer. In some economics books, they write that the producers pay attention to the consumers. That is, they look at what the consumer wants and produce the same. Therefore, the consumer has the most important role to say what to produce. It is obvious that the boom in production depends on the demand, whether this demand comes from domestic consumers or foreign consumers. We may produce a product for which there is a high demand from outside the country, but it is relatively low from inside the country. The effective demand should be increased so that it is profitable for the producer.

People’s contribution in supporting national production

Imam Khamenei Madzala Al-Ali Darbayani said: The contribution of the people – which in my opinion is more important than all of these – is the consumption of domestic products

At a glance, people have the following duties:

۱- Consumption of domestic goods and avoiding consumption of foreign goods
2- Modifying the consumption pattern
3- Strengthening national zeal towards national production

Supporting national production and buying Iranian goods is the most important part of people’s duties, a subtle point that should be mentioned is that the demand depends on various factors, the most important of which is the ability to pay. In economics, need is not called demand, or someone who has money is not called a demander. Demand is when there is both desire and ability to pay. That is, if someone wants sex and can afford it, then it is said that there is a demand. It doesn’t matter whether he has money or borrows money. Therefore, in demand, the ability to pay its price is very important. Therefore, part of the demand for foreign goods comes from the fact that the demander has the ability to pay his money. Some of the foreign goods have lower prices because they have higher technologies. Because its makers have a long life in production, they do a lot of research and based on that research, they develop and the production happens. Therefore, their production costs are decreasing day by day. It means that there is no such thing as the external sex is necessarily more expensive than the internal sex. Of course, the opposite is also true. As a rule, those who have money and have a need will be given the opportunity to request.

Prohibition of buying foreign goods without a domestic equivalent

Many foreign non-essential or semi-essential goods that have no domestic equivalent can be easily manufactured, but due to the lack of a primary market or the establishment of a foreign brand, they cannot be manufactured domestically. If the purchase of these goods, which must eventually be replaced, is prohibited from outside or from the internal representatives of the foreign company, and instead, by explaining the needs of each department and organization, manufacturers who are capable of production are invited to participate, a major part of They will be needed.

Production problems and obstacles

In short, the obstacles to production are summarized in a short enumeration:

A- Obstacles caused by existing laws and regulations
The main laws affecting the industrial sector of the country are: Labor Law, Social Security Law, Direct Tax Law and Value Added Tax Law. There is no doubt that the desired goals in the implementation of these laws are accepted by the production society of the country, but the non-comprehensive attitude in drafting these laws and providing cumbersome methods to achieve these goals make parts of these laws obstacles in the way. produced by the producers, in such a way that the complications caused by them are exactly against the intention of the compilers and approvers of these laws; For example, we can mention their negative effect in creating employment.

B- Obstacles caused by the disharmony of financial and credit institutions

Despite the fact that the purpose of building financial and credit institutions is to circulate money and create the necessary environment for more profitable economic activities, and this is only possible by facilitating the access of merchants and artisans to reliable and low-cost financial resources, the current performance of banking institutions has led to The direction of the society and micro and macro economic activists has turned towards virtual economic activities with immediate returns, and this has caused specialists and artisans with creativity and innovation, who have no capital other than their thoughts, to be deprived of access to financial resources, and honest activists The production area also does not benefit from capital market facilities. C – Obstacles caused by the lack of confidence in investing, the instability of laws and their implementation methods, as well as multiple encounters with economic actors, which take place without considering the bad consequences of such behaviors and especially their impact on honest capital owners, cause that confidence It should be taken from investing in long-term economic activities, of which the creation and management of production industries is a part of these activities. Since the country has passed through the turbulences of the early years of the establishment of the Islamic Republic system and the laws regarding the protection of investment and domestic production have been approved in recent decades, it is worthy of the Islamic system – which is both the negation of the unbridled liberal capitalist system and the negation of the socialist system. Communism’s limitation has not yet stabilized enough to create confidence in investors  Internal legitimacy has not been reached. T- Obstacles caused by external conditions in recent years, our country has witnessed the application of restrictions arising from the pressures of some countries on the international community to prevent the scientific and industrial growth of the Islamic Republic of Iran; Regardless of whether such restrictions, whether they are imposed by specific governments or by international organizations, are legal or not, their real impact should be taken seriously and their effects should be examined. Obviously, such a study is to find solutions to face these limitations and appropriate economic decisions to raise the level of industrial activities and increase domestic production. D – Obstacles caused by smuggling and indiscriminate import, the lack of strict monitoring of the entry of smuggled goods and the inordinate growth of import of foreign goods through the country’s entry routes and the inability of healthy competition for Iranian producers, not only takes away the motivation for production and creativity from these producers, but also Iranian manufactured goods in quality conditions are faced with lack of acceptance in domestic supply and demand markets. It is necessary to closely monitor the entry of foreign goods, especially in the conditions where the application of external pressures to prevent the scientific and industrial growth of the country has intensified in recent years, and it requires serious support for Iranian production and capital.

C – Obstacles to the export of domestic products

It is not hidden from the experts that the growth of internal production is achieved if national and transnational markets are found. In general, being content with domestic consumption and neglecting foreign markets will not lead to the full prosperity of the country’s industries. Since the export of domestic products to other countries creates national income on the one hand, and on the other hand, economic relations lead to the regulation of foreign relations and positive effects on national security, the export of the products of manufacturing enterprises should be encouraged in various ways; Minimizing banking and customs operations, continuation of export awards, creation of new facilities are among these incentives, and it is necessary to think of new arrangements that are consistent with the globalization of the economy, in order to increase non-oil exports, and in this context, attention should be paid to another method. It will be useful for countries to support their exporters so that the void of diplomatic support is well filled.

Cultural engineering of consumption

We can achieve sustainable development when we guide, monitor and manage the process of production and consumption in our country in the best possible way. In cultural engineering, we must explain and explain this issue correctly that while the society must be prosperous, it must also have a productive thinking and attitude. and avoid the entry of similar goods into the country. Trade requires management, although it must be admitted that we do not have strong and good management and supervision in the import of goods to our country.

General mobilization for internal consumption

Public mobilization of people to encourage the consumption of domestic goods is one of these tasks. Somehow, in order to draw attention to this issue, the general conscience of the society should be sensitized to it. In addition, it is necessary to encourage the audience of the media, many of whom are in both producer and consumer positions at the same time, to create a wave of demand for quality in domestic products, so that with the increase in the consumption of domestic products, there is also a lack of quality in it. Do not enter.

Awareness about consumption

Duties such as raising awareness and alerting people’s minds to the subtleties and details of consuming domestic products are another dimension of the story. The dimensions and aspects of this issue should be given attention and attention, slowly but continuously, away from slogans and exaggerated attention, and should be investigated in different media according to the situation and language of different audiences and different levels. In general, the domestic consumer should acquire a correct culture regarding consumption and be able to understand the importance of consumption of domestically produced goods in the next stage, far from luxury.

The Qur’an’s view is to stay away from extravagance

The criterion of placing the Quranic and religious perspective in all stages of production to consumption, keeping people away from extravagance and explaining the concept of blessing, is one of the obvious tasks in this field that the institutions involved in the work must work on at the same time. It is necessary to create a completely indigenous and religious economic model that will greatly reduce our dependence on the external economy and help the society to be completely self-reliant in relation to the outside regarding its basic needs. The media may not play a significant role in designing this model, but they will play an essential role in conveying it correctly and informing people in this regard. It is appropriate for people to pay attention to the value of work and production in religion and to clarify the value of goods that are produced according to these values and concepts.

No advertising of foreign goods

It seems that there should be a serious monitoring of the advertisements of foreign goods that are seen in all kinds of media these days without any hindrance. In addition, the attitude of the Iranian audience, both producers and consumers, should be changed to the fact that if the goods produced in our country are under the supervision of some foreign company, they have better quality. The spread of such advertisements in the media is completely contrary to the order of the Supreme Leader regarding the culture and duty of consuming domestic products and will damage the trust of the audience in the quality of domestic products.
Advocating the superiority of foreign goods is a deep-rooted thing among the people, which is rooted in the past period. Minds should be made aware of the distance between these advertisements and reality. Raising the quality of domestic products and having variety and practical guarantee in goods are all things that will reduce people’s desire for foreign goods.

Redefining the Iranian lifestyle

One of the things that can be seen in the lives of Iranians these days is luxury and consumerism. While such a matter is completely contrary to the current direction of society. Far from chanting, the effects and negative results of luxury and extravagance should be revealed. One of the biggest successes of media such as cinema and television in the West is the production and definition of lifestyle for different audiences. We can design our own lifestyle based on our rich Islamic and patriotic standards, the most basic feature of which is domestic production and consumption, relying on keys and axes such as avoiding extravagance and applying the Qur’anic and religious perspective. Undoubtedly, the media will play an essential role in creating such a lifestyle.

Practical solutions to reform consumption in Islamic society

In order to deal with consumerism and consumerism, the roots of this disease must be known and treated. The modification of the consumption pattern can be examined from various angles and dimensions, and its realization requires its own necessary mechanisms and platforms. Here are two important and basic solutions:

a. Promotion of public education and orientation of the media

It is possible for the people of a country to recognize the national assets and resources and encourage them to achieve complete economic independence by improving the level of public culture and community awareness, with the optimal use of education and training institutions and media advertising. On the contrary, if the institution of education and training does not fulfill its great mission in education and training the society well, and the national media, newspapers and magazines always encourage a luxurious life and eye to eye and without considering the national interests and welfare, Excessive consumption and tendency towards foreign goods will be encouraged, it will not have any result other than the continuation of the current pattern with extravagance and wastage in many cases. A necessary condition for reaching the goals defined in the twenty-year vision document of the system and prosperity in all dimensions is the optimal use of the country’s material resources.

Based on this, creating a culture to follow this path and observing the rules is one of the necessary conditions for success in this field, because the reform of consumption patterns in the country cannot be implemented overnight and suddenly by issuing a circular. Therefore, attracting people’s participation and increasing their awareness regarding the correct consumption of facilities and resources is one of the important ways to improve the consumption pattern. The government brings great results to the country by forcing itself to use the resources and people of the society optimally and by insisting on correct and rational consumption.

The modification of society’s consumption pattern by means of media can be pursued from two aspects: culturalization and information. The media can produce useful and attractive programs in the form of films, serials, lectures, interviews, debates, commercial advertisements, etc. Islamic-Iranian origin, in different levels of life, especially for joy ceremonies and mourning rituals to present and promote. The promotion of moral values and virtues such as contentment, simplicity and thrift can be institutionalized in the form of an attractive program. On the other hand, treatises can criticize the wrong and reprehensible behaviors of the society, such as extravagance, eye-to-eye, boasting, fashionism, self-presentation, and consumerism. [17]

b. The introduction of superior forms

The people of every society are influenced by various factors in choosing the way and customs of life and its practical methods. In this, the role of parents, teachers, and political-religious leaders is prominent and remarkable. Children in the family and students in schools are most influenced by their parents and teachers. The teachings of Islam have severely criticized the imitation of foreigners. Imam Baqera says about this: Whoever imitates the enemies of Islam in his clothes, clothing and appearance will be an enemy of God like them[18]

Conclusion

Undoubtedly, a healthy life with sustainable development is possible only by observing moderation in consumption and using human wisdom and wisdom and relying on revelation teachings in all material fields. Only by remembering God and paying attention to His infinite power and avoiding excesses in consumption and refraining from luxuries, austerity and imitation of foreign models, can be freed from the anxiety and worry that contemporary man suffers from in his machine life. It reaches well-being, peace and peace of mind along with dignity, freedom and human dignity.

In the Islamic perspective, the desirability of using blessings, the criterion of the lack of value of consumption and the need to control consumption constitute the main theoretical foundations of consumption in Islamic society. These intellectual foundations form the practical foundations of consumption in Islamic society and define the framework and limitations of consumption. In this regard, observing the values and limitations of consumption, not wasting resources, observing the limit of sufficiency, altruism, harmonizing consumption with the general situation of the society, observing national interests and interests can be considered as the main practical bases of consumption in Islamic society. The mentioned practical bases can be measured by using practical criteria such as the level of wasteful spending, the consumption of the eyes and the eyes and the amount of import of foreign goods.

[۱۶] Hegemony is derived from the Greek word hegemon which means leader or ruler and refers to the dominance or superiority of a country over other countries through diplomacy or threat of obedience or military victory. However, this word is often used in the meaning of “Antonio Gramsci”, the Marxist thinker and Italian writer, which implies the domination and conquest of a class not only from the economic aspect, but also from all the social, political and ideological aspects. According to “Gramsci”, the domination of capitalists is not provided only by economic factors. Rather, it requires political power as well as an ideological or ideological system or apparatus whose job is to provide the means of satisfaction for the dominated class.
