Creating and maintaining peace is one of the main functions of every legal rule and religious and divine norm. The scales contained in the set of natural and general normative system are trying to establish order and security, which is necessary for a sustainable human life, while establishing systematic relations, and to turn conflicts between members of society into maximum compatibility. Scientific study and investigation of the method of establishing objectification methods for such a purpose is one of the basic necessities of law.  “Implementation” or “implementation” is a matter of both national and international level   In the right-oriented approach to the realization and pursuit of peace, man has the basic right to have peace; A peace that is the framework of all human life; Peace, which is not only a right, but also the basis of other rights.

The right to peace, which today is mainly interpreted in terms of the third generation of human rights or rights of solidarity, in our opinion, is an individual and collective right of the type of primary rights, which is also meaningful for the international rights of the first and second generations of human beings. Man is the main owner of this right. Since such a right is universal, demanding and searching for its achievement in the world community and in relation to the relations of powers is an absolute right. Perhaps, the formation of non-governmental organizations to pursue and work in the field of peace will get a legal identity in this direction, and they will also enjoy the legitimacy of studying, monitoring and demanding objective peace. The concept of the right to peace gives a human nature to the measures and concepts of world peace and highlights the importance of human dignity in this field.

This is that in the discourse of just peace, the same right is supported for mankind; A support beyond what the legal system pursues today in the form of rights of association and undeveloped aspects of this category. The World Islamic Peace Forum is a non-governmental organization with a scientific committee and study and research programs in the field of pursuing world peace based on justice, which demands real peace from the international system, and it also has plans and action plans for the establishment of lasting peace. . As you know, creating and expanding the culture of peace has been the main focus of UNESCO’s activities since 1995 and continues to be the focus of its main functions. A

So far, we have not presented a concrete result of these activities that is effective on the agenda of the international community. The Academics Department of the Assembly is trying to take serious steps< study and research on the conceptual dimensions and theories of peace, as well as the existing status of substantive and formal rules of contemporary international law regarding peace. At the end of last year, there is a ground for an initial action and “right to peace” to hold a hopeful conference in this direction, which was planned and implemented by the human rights chair of Shahid Beheshti University, which we are grateful to Mr. Dr. Kosha, the head of this chair.

In this format, an effort was made to present the discourse of just peace based on legal logic and the ideal of human justice, and not only in the country, but also in the region and the world, to create and promote the Iranian approach in relation to the culture of peace. Peace, like other concepts, is interpreted in different ways; Some countries present interpretations of peace that may lead to oppression and disorder in practice. I hope that we can present and promote what is worthy of peace and justice in the legal literature and cultural structure of the country.
